CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  % v0 v* o) [1 ~6 x# S/ r; L
the Students' Union and oversees all electoral logistics as per Bylaw  
# c7 X7 V0 g8 D( k# R2000.  The Chief Returning Officer shall be recommended to Students'  
- k# }& o9 {! m9 F2 fCouncil in the manner set out in the Council Administration Committee  
7 n# |! M6 L; _Standing Orders by April 15 and serve from May 1 to April 30 of the  2 \+ F% q& h; ?2 a& J/ Z
year following their appointment.$ d9 Q1 V) C, ~9 j

! x8 K4 G; `& G4 dDUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000
* t, M, S' S5 U6 Z8 c4 y7 s! U& _1 Y2 e* a. C
2) To run referenda/plebiscites as per Bylaw 2000.

1 n$ `2 `# Q1 q9 v* i. K3) To choose the Deputy Returning Officer(s) and assign their duties.' `. q1 Z0 u4 \0 Z! f' F

: ?- F3 C5 ^/ @1 I' N/ r4) To organize polls during elections/referenda, including appointing  
* {- i- f0 Y$ M  Z0 @5 nadequate poll staff and situating polls at appropriate locations  ; N4 ^3 R5 p. ^& l# F4 w
across campus, and advertising the poll locations.+ Y, t+ w# _3 W* u6 E! v$ {
7 u' H- Q2 c% K9 D
5) To oversee the physical count of the ballots during elections/ 4 x" l7 ^- a  F, O+ X5 S
referenda.: S( N/ Z2 n9 ^/ C
$ l3 H! r3 V- @3 Q7 b( @
6) To report the result of an election/referendum to the appropriate  % Y9 z8 i! u+ T4 x2 P/ _
parties.

7) To facilitate classroom speaking arrangements during an election/ - t  K2 G% ]# D7 Y
referendum.

To enforce budgetary regulations as stipulated in the Elections  , C  |5 D* f2 j2 ?9 `
Bylaw 2000.
! }1 T3 P* e& r7 C& Z$ k$ f. z. B7 j; G1 s  H5 m
10) To be available to all parties during elections/referenda for a  
  r+ o; G; H; k1 k- P( @1 E: Aminimum of four (4) working hours a day, between Monday to Friday,  0 Y6 C$ B1 a, t' r
from the first working day after nominations close until the last day  " o" J9 ]3 X: @; Y( @) P
of voting.  These hours are to be posted in advance.
- x) G- ~( K  {& h' n! R' w: @5 G) v5 x) ~6 D
11) To act as the arbitrator in any dispute which may arise during  4 V3 `6 M- b+ N2 y
the course of an election/referendum.
! K& t4 c$ x0 J% L0 m+ j" d4 S- t) j
12) To ensure that a cost effective and accurate ballot counting  
7 U, ]$ R- f# h  L$ oprocess is in place.8 O2 u& G* S; V" G8 X+ {! m
$ h, s2 {- Z$ m& s; ?; E* M
13) To submit to Students' Council, prior to April 30, a final report  
, m+ q# y  Y4 C3 A' u! Eof activities and recommendations.% T& t( T/ H" E! L" K& S

14) To organize a minimum of one (1) forum to be held during the week  
) k. V1 {! N5 [of campaigning.

15) Perform other job related duties as required by the Council

/ @- c) x& D. ^QUALIFICATIONS:
. `1 f0 h% C, R, d3 L9 W9 v# t* k* B. G1 ~1 W: t
1) Must be an undergrad student registered in at least one (1) course  . ^3 ?/ @1 r! L4 v
for each of the terms of Winter Session and shall be a full Students'  
2 [) H% S/ s3 a2 I- _/ ~Union member.) m  s. u' U6 D0 J  E: }/ n

  }9 q4 P: Q+ Q* J+ o2) Must have some experience in student elections.5 Q+ h3 D0 u0 ]$ b% {

4 X. N3 P2 I/ K3 X3) Shall not concurrently hold a position on Students' Council, or  
1 c' D1 c5 V# @& `any of its standing boards, committees, or any other paid position  
) k6 Q. _) c" Jwith the Students' Union.  B0 k' ?0 q0 u7 R! S' B

1 S7 u5 H8 z3 @# U; I9 u- ?% e, R  g4) Willingness and ability to work varying hours.
% F) [5 t7 z1 ~! D7 w
* P, `2 B! a/ ]3 @5 z5) Excellent project management skills are required.

' z- r8 N4 F4 q% i! a. h' S3 H5) Ability to deal effectively with Students' Union and University  3 T0 N9 A- t  k8 O
