JOB SUMMARY:  The Chief Returning Officer reports to the President of  
the Students' Union and oversees all electoral logistics as per Bylaw  
, q7 S$ k8 [: Y, S+ u/ v7 S% Q6 ~2000.  The Chief Returning Officer shall be recommended to Students'  
Council in the manner set out in the Council Administration Committee  
& ?+ `+ t  C1 TStanding Orders by April 15 and serve from May 1 to April 30 of the  
5 j" U' c5 U( a  _# Q. Qyear following their appointment.

+ t* Q; @3 U. d) z# xDUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000
1 f2 s  q7 \  c8 T$ o2 M
2) To run referenda/plebiscites as per Bylaw 2000.

3) To choose the Deputy Returning Officer(s) and assign their duties.

4) To organize polls during elections/referenda, including appointing  
adequate poll staff and situating polls at appropriate locations  
across campus, and advertising the poll locations.

( `# M% |: g+ K5) To oversee the physical count of the ballots during elections/
8 V6 m* L, k1 V9 ?referenda.

6) To report the result of an election/referendum to the appropriate  
parties.

9 a5 C! `' o& K7) To facilitate classroom speaking arrangements during an election/
9 X3 ~7 T  p4 U; ureferendum.

To enforce budgetary regulations as stipulated in the Elections  
Bylaw 2000.

10) To be available to all parties during elections/referenda for a  
' k- _& z' S3 Q5 e5 p- q) rminimum of four (4) working hours a day, between Monday to Friday,  
, ]$ ]& Y! [1 @( B' F" p+ Hfrom the first working day after nominations close until the last day  
of voting.  These hours are to be posted in advance.
7 M5 s1 E8 V+ l2 w7 o3 s& Q$ t8 _  m
9 S0 ]1 C4 I( V+ i11) To act as the arbitrator in any dispute which may arise during  
% ?8 M( m! t8 k; s7 _- |the course of an election/referendum.

12) To ensure that a cost effective and accurate ballot counting  
process is in place.

13) To submit to Students' Council, prior to April 30, a final report  
8 E: s. J6 G0 s% d+ @, Qof activities and recommendations.

2 b. Y' z* Y; J! d% _14) To organize a minimum of one (1) forum to be held during the week  
2 s1 E! i; p) n3 _of campaigning.

) F3 H; R/ ^, _15) Perform other job related duties as required by the Council  
3 `% D2 z- m( R6 vAdministration Committee.


QUALIFICATIONS:

* H# a# Z' s$ }/ f6 ?$ z1) Must be an undergrad student registered in at least one (1) course  
for each of the terms of Winter Session and shall be a full Students'  
+ {' H4 j! R5 w5 L3 hUnion member.

% h9 K# `# `) w2) Must have some experience in student elections.

3) Shall not concurrently hold a position on Students' Council, or  
any of its standing boards, committees, or any other paid position  
with the Students' Union.

2 z! j. D' z2 ^, A' x4) Willingness and ability to work varying hours.

5) Excellent project management skills are required.

5) Ability to deal effectively with Students' Union and University  
staff, students and the general public.
