CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  $ F$ q' w" p( n
the Students' Union and oversees all electoral logistics as per Bylaw  
( `' Q. K3 R, F; u8 M2000.  The Chief Returning Officer shall be recommended to Students'  & g. [! C) s& b3 a- B! _/ [
Council in the manner set out in the Council Administration Committee  
# B( L; ]1 M$ ?5 RStanding Orders by April 15 and serve from May 1 to April 30 of the  1 u6 V& u- B$ y: q) Z) i' l
year following their appointment.

DUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000$ s. i# n4 k7 R1 u# J

& O% z7 v6 e4 ]8 Y; |# ]2) To run referenda/plebiscites as per Bylaw 2000./ s7 s! h7 o4 G+ |

6 a9 T! t; H: t3 ^3) To choose the Deputy Returning Officer(s) and assign their duties.
) k2 s  _) F, Z6 g: v, `
* S& ?( ~# d3 l4 N/ S4) To organize polls during elections/referenda, including appointing  
/ _- {+ \  r  Vadequate poll staff and situating polls at appropriate locations  # A9 m2 f( X" c" t" G
across campus, and advertising the poll locations.
4 f+ y# m6 h6 ^( ]$ w1 E* e- D: C0 A$ t
5) To oversee the physical count of the ballots during elections/   ^8 K% b6 u6 M7 u
referenda.
, @' h# p3 R9 g) c1 V; r! X# G; a9 m- y# I' y
6) To report the result of an election/referendum to the appropriate  
; y: z) n8 ~% _" b) A9 `parties.

7) To facilitate classroom speaking arrangements during an election/
  U! ~4 g, m* q+ I* l4 a" ^" ]4 _referendum.

. p& s0 N2 i- d To enforce budgetary regulations as stipulated in the Elections  
$ C+ ~& z  ^. E; b& ?. P  {Bylaw 2000.

10) To be available to all parties during elections/referenda for a  + g  H( V# A) m2 }( [1 g
minimum of four (4) working hours a day, between Monday to Friday,  
3 w9 ~" Q7 b8 f. gfrom the first working day after nominations close until the last day    R- A) w+ k+ u4 t
of voting.  These hours are to be posted in advance.
$ }; d, C1 y* _5 L! [+ I
8 \: q; _9 N. N4 |' b( h! S11) To act as the arbitrator in any dispute which may arise during  
2 }# m2 j5 v: X7 @) z3 Ethe course of an election/referendum.
5 {0 ^5 p2 j6 A; Q7 f1 h5 J7 k$ l* \0 l3 y
12) To ensure that a cost effective and accurate ballot counting  
  B1 ^* r: U' m6 j/ V4 S7 j6 Q# `( Zprocess is in place.

13) To submit to Students' Council, prior to April 30, a final report  : _$ l2 E5 v- [( U9 \; t1 @
of activities and recommendations.

  W1 d0 Z* K$ c% A: b0 Z14) To organize a minimum of one (1) forum to be held during the week  ; A/ {6 C' a* b  R

15) Perform other job related duties as required by the Council  7 y$ y" e) z, @: V$ t  p

7 ~/ u7 L# G1 m, b; g' D/ E8 _QUALIFICATIONS:

1) Must be an undergrad student registered in at least one (1) course  
9 X0 [& {7 p- M' Mfor each of the terms of Winter Session and shall be a full Students'  
5 i+ K8 S, m) k9 P2 H, RUnion member.- o, A" y6 J" o, L* d0 B7 G) ]

) [+ P, F! w  S0 h% q2) Must have some experience in student elections.
# a6 Q0 ^) c+ ^7 C; f. v) I9 Y" j
3) Shall not concurrently hold a position on Students' Council, or  - l; V% N3 M, i6 C
any of its standing boards, committees, or any other paid position  * T1 W( H' M' N) {4 a; o
with the Students' Union.
