CHIEF RETURNING OFFICER

Remuneration: $6,032.00 contract

JOB SUMMARY:  The Chief Returning Officer reports to the President of  6 u3 x; p- h! g  ]
the Students' Union and oversees all electoral logistics as per Bylaw  
, q7 S$ k8 [: Y, S+ u/ v7 S% Q6 ~2000.  The Chief Returning Officer shall be recommended to Students'  ; ^" E1 U. a% P* }! m
Council in the manner set out in the Council Administration Committee  
& ?+ `+ t  C1 TStanding Orders by April 15 and serve from May 1 to April 30 of the  
5 j" U' c5 U( a  _# Q. Qyear following their appointment.; `2 _4 h/ X" {3 D! e/ r

+ t* Q; @3 U. d) z# xDUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000
1 f2 s  q7 \  c8 T$ o2 M3 v% K$ F0 Y8 c4 {5 |  V
2) To run referenda/plebiscites as per Bylaw 2000.
* b- _1 ^- d% u4 [  l. q  G# b5 M8 a/ P2 |# j6 D8 N
3) To choose the Deputy Returning Officer(s) and assign their duties.

4) To organize polls during elections/referenda, including appointing  / D- x. c% h* O% U3 j: m. u1 n1 G
adequate poll staff and situating polls at appropriate locations  0 c4 \- k7 e0 z
across campus, and advertising the poll locations.

( `# M% |: g+ K5) To oversee the physical count of the ballots during elections/
8 V6 m* L, k1 V9 ?referenda./ [8 Q: \) U) T+ _+ W
* x* n0 d! H0 z: _+ b
6) To report the result of an election/referendum to the appropriate  5 ^% D3 g8 G- |" T% {4 a; l
parties.) M$ s' f2 d% C

9 a5 C! `' o& K7) To facilitate classroom speaking arrangements during an election/
9 X3 ~7 T  p4 U; ureferendum.: |  {7 b8 q0 o, t
5 k  s# @. s! ]+ U
To enforce budgetary regulations as stipulated in the Elections  4 Z" V8 ~  z5 x7 F
Bylaw 2000.
2 t/ a  R- F6 m+ f  z/ |5 G2 }0 G+ K6 ]& I* h7 Q; G* J
10) To be available to all parties during elections/referenda for a  
' k- _& z' S3 Q5 e5 p- q) rminimum of four (4) working hours a day, between Monday to Friday,  
, ]$ ]& Y! [1 @( B' F" p+ Hfrom the first working day after nominations close until the last day  ' d/ W& O" G0 Z1 X
of voting.  These hours are to be posted in advance.
7 M5 s1 E8 V+ l2 w7 o3 s& Q$ t8 _  m
9 S0 ]1 C4 I( V+ i11) To act as the arbitrator in any dispute which may arise during  
% ?8 M( m! t8 k; s7 _- |the course of an election/referendum.: e* q* J( L4 M0 @9 n- h% _% i
/ }4 L" @. J  r2 l- d, L; T3 R& D0 B
12) To ensure that a cost effective and accurate ballot counting  8 |6 O9 \; G8 a0 a8 o$ V
process is in place." @7 |. @/ }( {3 O+ \& \* [+ o

13) To submit to Students' Council, prior to April 30, a final report  
8 E: s. J6 G0 s% d+ @, Qof activities and recommendations.' v9 c- n! g6 W) m

2 b. Y' z* Y; J! d% _14) To organize a minimum of one (1) forum to be held during the week  
2 s1 E! i; p) n3 _of campaigning.& F- _; b) R( ?" d  v) M

) F3 H; R/ ^, _15) Perform other job related duties as required by the Council  
3 `% D2 z- m( R6 vAdministration Committee.4 k$ C4 i1 a, B4 k! L

QUALIFICATIONS:1 I7 b  K9 J% d

* H# a# Z' s$ }/ f6 ?$ z1) Must be an undergrad student registered in at least one (1) course  2 c# P1 }% F+ e/ z/ V$ O& [% u
for each of the terms of Winter Session and shall be a full Students'  
+ {' H4 j! R5 w5 L3 hUnion member.
3 ?$ g3 _) T2 e$ n& H( M% y' u& t  x
% h9 K# `# `) w2) Must have some experience in student elections.# b' q, ?% k; Z: d8 M2 N: g
! y- a7 ~8 ]! @$ V
3) Shall not concurrently hold a position on Students' Council, or  % s4 r4 a3 w' P* e0 u5 p
any of its standing boards, committees, or any other paid position  2 z" {8 @7 I8 J
with the Students' Union.

5) Excellent project management skills are required.  Z; p" k8 l3 {3 Y9 U- b

5) Ability to deal effectively with Students' Union and University  & _: ~4 l% S. s  O! T- X/ [
staff, students and the general public.
