给人骗了钱 哪里可以找到法律帮助的机构

给一个朋友骗了4000块钱     现在这个人跑去其他城市了    打过电话给警察，他么说这个不是犯罪让我去法院告这个人，可是不太懂这个法律的流程，不知道哪里可以有免费帮助法律的   英文不太好，谢谢大家谁知道的给点意见。   谢谢啦！

警察不管这种事的，到小额钱债法庭告，花点钱请个识英文的人帮忙吧，人都找不到了，恐怕也只以能自认倒霉了。

有证据的.... 有要求他当时发短信给我说这钱是用来做什么的...  后来他关闭了电话.......  还有很多邮件通信记录...  还有他的护照复印页    大概就是这些信息了...     不知道这样够不够信息....

5 G6 V9 x" Y8 g4 ^就是希望这些不法分子得到惩罚........ 否则一次骗容易了,第二次肯定还会有受害者......  倒不是因为多少钱,而是不能因为这样的事情让对错的天平倾斜了......   就是想让这样的人知道做坏事是要负责的........

律师一小时几百块, 找律师花的钱也不少. 对方貌似是吃定你了, 怎么会交到这种人渣?

打电话去华人社区问，可能每个月有一次免费的律师援助，每个人有30分钟，要提前预约。去小额法庭起诉，好像也有免费的律师咨询，如果有证据肯定会赢，自己有相同经历，钱已经要回来了。这些无赖很怕法庭的。只要你有耐心一定会要回来的。

上个月借给同事2刀，说是借，没打算要回来，没想到昨天还给我了。
