do I have to apply city permit for relocating the door?

. B# Z& Y% I) \2 h! a$ j9 Kdoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
