you should always remove the old top layer for a number of reasons.

installing the new carpet is very easy, but again it's a lot of physical labour. carpets are a lot heavier than most people think. plus, you'll need to do your own measurements, cutting, transportation of new/old material, etc.

end of roll usually have good deals on material and labour to install carpets. give them a call to see if they can swing you a deal. depand on the size of your room and the grade of the carpet you're looking for, I'm guessing you can get away with less than $750 all in. 2 @; e+ Q1 a) ?. @1 g# d
