Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
9 j0 g3 T' v% R7 ]! G
  s! P# Z. m/ g! mControl panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)

9 w$ q/ _( }5 Q9 U) d. x7 r6 OA "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.

3 `4 g' o: b, L1 @) m  n8 S2 V9 GI am desperated! Anyone can advise? Thanks!!
