Click "Start"->"Settings"->"Control Panel"->"Regional and Language Options"->"Advanced"

Select a Language to match the language version of non-Unicode programs you want to use :
"Chinese PRC"

我在我的英文版Windows XP SP2上测试正常。大家可以试试看

我用.cn登陆就总是变成乱码,要刷新之后再恢复正常.现在用.ca登陆,好一点,但还是有问题.我是英文系统.

强制用 View->Encoding-> Chinese Simplified (GB2313) , 将Auto Select 消了就好。

just checked my setting, the non-Unicode programs is "Chinese PRC", but the problem is still there.

你要取消ENCODING里的AUTO-DETECT,让它OFF.
