这个预备会议会在明年1月有新决定。但公布的消息， 是证实石油枯竭：

Opec and non-opec compliance with the deal to curb output rose to 116% in August, the committee said, a strong increase from the 94% compliance achieved a month ago.

OPEC 公布的数据，是8月份减产7.9万桶。这样就可以求出非OPEC减产数量是29-7.9=21万桶。

OPEC产量3千6百万桶，而俄罗斯1千万桶，再加上其它非OPEC国家一千万桶左右，总共约5千万桶，占全球产量的约70%。
, s1 V$ n! W+ L# [所以跟进每月的数据， 就知道年底OPEC 与非OPEC 会减产多少。相信是不会少于1.8百万桶，因为现在已经减产2.09百万桶了， 还有4个月， 再减产1百万桶是可能了。

除了美国原油库存，还有全球原油库存。全球库存的情况，是这样的
He said there were a "number of positives" in the market, including stock levels in industrialised OECD states in August that were 170 million barrels above the five-year average, down from 340 million barrels in January.
年初是有3亿4千万桶高于五年平均值，但现在只有1亿7千万桶高于五年平均值。8个月，全球原油库存下降了1亿7千万桶。

所以全球陆地上的石油枯竭，正在揭开其面纱。
, J  p6 d: A" z$ _/ C石油组织说好是减产1.8百万桶，但8月份实际减产2.09百万桶。这个数据只能用石油枯竭来解释， 就是放开手脚，它们都无法达到今年初的产量。而且这个减产是OPEC 7.9万桶，非OPEC2万桶。不论OPEC的沙特， 伊拉克，还是俄罗斯等非OPEC, 枯竭是无一幸免。

再看美国钻井数，很不幸， 上周又跌了一台。

美国产量上不去， 是推动油价上升的主要动力之一。
