To my understanding, ANYONE came to Canada as a "VISITOR" is not a resident at all, your temporary visit visa indicated your PRIMARY resident is not here even you have lived here for 12 month.. E* n' _7 ?# S
However this is just my perspective of this, don't argue with me. Several times I asked such question when I encountered with FW officer, I obtained different answers.

Saying "who who who from the edmontonchia said I don't need one" is not good enough, showing the email from ESRD will be more effective.: c8 i, d1 J& ~ \8 P6 s
Arguing with an officer on site has never been a good idea, do not try that.
