To my understanding, ANYONE came to Canada as a "VISITOR" is not a resident at all, your temporary visit visa indicated your PRIMARY resident is not here even you have lived here for 12 month.0 D8 z* B3 T5 ?/ K/ s. ?
However this is just my perspective of this, don't argue with me. Several times I asked such question when I encountered with FW officer, I obtained different answers.

If I were you, I will send an email to ESRD and get an OFFICIAL reply on this, either you need a license or not. PRINT that email out and keep it while you angling in case come across a officer.
