If I were you, I will send an email to ESRD and get an OFFICIAL reply on this, either you need a license or not. PRINT that email out and keep it while you angling in case come across a officer. % e4 f% p3 z. O, r% D$ d7 p; r

Arguing with an officer on site has never been a good idea, do not try that.
