请教Home Line of Credit的利率？

最近想买车，但是利率较高，有住房，想申请line of credit, 请教最近Home Line of Credit的利率，听说是浮动的？还有如果以后有钱了，能不能提前还？

As I know, the first time if you borrow over $30,000, it is service charge free. Otherwise, they will charge you some money. Anyway, not too much.
