who  can apply，  说
To apply for the Parent and Grandparent Super Visa, you must:
" \6 S, O2 J5 h4 N4 Z+ t3 k
•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
7 c! u5 _0 F( s- O•be found admissible to Canada; and
•meet certain other conditions
没有明确提到是给已经申请移民的人。
