LINC在爱省的免费学习时间长度为1200小时，参加者的要求可以参见联邦的规定：
Eligible clients are limited to:
2 `+ t/ ^% O0 j3 ^" G* G•        Permanent Residents of Canada who have not become Canadian citizens;
5 M& m! G, W0 B•        Protected persons as defined in Section 95 of the Immigration and Refugee Protection Act (IRPA);
6 o. p7 R! @  A•        Individuals who have been selected, in Canada or overseas, to become permanent residents pending completion of medical, security and criminal verification statutory requirements, and who have been informed, by a letter from Citizenship and Immigration Canada;
2 Y: N( Q; l. ~2 [•        Convention refugees and protected persons overseas who have been selected for resettlement in Canada by Citizenship and immigration Canada;

, T; G+ l) I; S) c) w" K# Y- so        Applicants overseas who have been informed, by a letter of confirmation from Citizenship and Immigration Canada, of the approval of their temporary work permit are eligible to receive services under the Canadian Orientation Abroad (COA) initiative,
% n( c; \0 H# to        Applicants in Canada and in possession of a temporary work permit issued under the Live-in Caregiver Program are eligible for all settlement services with the exception of language training.

并不是低收入家庭的福利，而是为非公民的长期居留者提供的免费英语学习机会。政府是希望大家的英语都能顶呱呱，这样就好找工作，多挣钱多纳税。
