that we cannot support imposing a UBB business model on wholesale Internet
( L* w/ x4 ~9 m$ z8 k1 Q3 z! `/ _service providers.

Our government recognizes that the Internet and digital technologies are7 ?+ d) C* b5 |' \1 n% b+ m
an increasingly important part of everyday life—including driving
+ @1 a% Z8 Q7 {* i# N$ vinnovation, commerce and social interaction. As the government develops9 E N5 G% w5 w9 q6 O
Canada’s first comprehensive Digital Economy Strategy, we need to look$ r8 W# {/ D/ [2 @* o1 t$ F
carefully at how issues like UBB affect the big picture. We will be+ ?) I! l# V$ Q
guided by our long-standing policies of encouraging competition and) ^3 c# [- |* ~/ f: g' l
investment, increasing consumer choice, minimizing regulation and allowing% _/ H3 ?2 J: e+ d' l; w1 M
market forces to prevail.

: T6 m1 G" u- DThe Canadian Radio-television and Telecommunications Commission (CRTC) has
4 o' ^0 s* G3 k. O7 Wchosen to examine these concerns that the government shares with a large
- m. Z4 d/ _' @6 a/ _+ Q0 Rnumber of Canadians. Details of the CRTC consultation are available at
( t d S- q, d% [+ F5 owww.crtc.gc.ca/eng/com100/2011/r110208.htm. ! N/ a* V( D% B0 P
$ V% i# H9 }" r: P* i. G h" S, WWhen the CRTC reaches a final decision following its consultations, the) K% k6 S7 d! i, u$ n% D: ]2 x
government will carefully assess the CRTC position to ensure that it is in
( {) ^* G! l; X6 F' Gline with the best interests of Canadian consumers and encourages# D' R* s8 V1 O/ F: [
competition among internet service providers. I will be recommending that
( g' q. u3 @+ J8 \: i& r% nany decision counter to these foundational principles be reversed.- ]' @6 A$ |: u* o6 i7 j0 s- ?
