2 m1 N2 O' w' b. Fthat we cannot support imposing a UBB business model on wholesale Internet, ^8 T3 U( H/ s
service providers.! q9 r- g( `5 O2 x# B
# b' S7 H7 W: e9 FOur government recognizes that the Internet and digital technologies are2 K% x1 g8 |, ?2 Y+ a
an increasingly important part of everyday life—including driving% O/ U$ v6 x7 n/ p1 l/ r/ T
innovation, commerce and social interaction. As the government develops
" r7 n5 j: a: FCanada’s first comprehensive Digital Economy Strategy, we need to look
$ ?% U& k0 R. L3 u* @carefully at how issues like UBB affect the big picture. We will be) j0 q% }1 T2 ?" a" S
guided by our long-standing policies of encouraging competition and
5 \3 l0 \5 \& | P _investment, increasing consumer choice, minimizing regulation and allowing
- ^% o a+ S! J" \market forces to prevail.

The Canadian Radio-television and Telecommunications Commission (CRTC) has( K) n/ q9 ~8 I# y2 ~" M' Y
chosen to examine these concerns that the government shares with a large

line with the best interests of Canadian consumers and encourages
4 q, g" o3 `1 Q+ }% scompetition among internet service providers. I will be recommending that7 ~7 \- U4 Q! I( h0 ^
