折腾 in Hu"s speech has a strong connotation that such kindofsetback is self-seeking instead of being due to theinterferencefrom outside.

“Setback” is a much better word than “trouble”, whichanunseasoned translator would like to use in the firstinstance.“Setback” especially refers to the obstacle ordifficultyencountered in achieving a strategic goal. |
