CHIEF RETURNING OFFICER

- [0 l* t  i2 q; w8 _4 i( l- uJOB SUMMARY:  The Chief Returning Officer reports to the President of  3 y' B& V3 C0 @3 Q) P, D* j
the Students' Union and oversees all electoral logistics as per Bylaw    d; A4 ~6 Q' q+ U: N; N
2000.  The Chief Returning Officer shall be recommended to Students'  7 {' {5 B& F8 J6 ]1 J* r
Council in the manner set out in the Council Administration Committee  
) e* @$ L9 T+ Q% p) Q) D5 ^Standing Orders by April 15 and serve from May 1 to April 30 of the  ( o* ~! S3 B8 i0 u( Y, O8 ]2 B% s
year following their appointment.

DUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000

  [: e1 v/ I5 y1 n1 x* P2) To run referenda/plebiscites as per Bylaw 2000.. a6 d0 ]4 t/ Y$ |/ v+ O' Z- G
) a# ?1 f6 Y1 v3 [( v( N1 z: \% @9 M
3) To choose the Deputy Returning Officer(s) and assign their duties.

' w8 U0 M! c. V* S: X4) To organize polls during elections/referenda, including appointing  
: G. ?9 D( u2 w6 \9 U# ~adequate poll staff and situating polls at appropriate locations  % ~+ B3 w9 J/ ~9 |: @
across campus, and advertising the poll locations.

# o9 j6 ^( {( g5) To oversee the physical count of the ballots during elections/ 9 K4 v; K  r9 f$ G
referenda.

7 u( E5 j# r' t  t  E6) To report the result of an election/referendum to the appropriate  % m# j3 B) z3 D# {' B6 m* C
parties.

. J1 o% Z: e8 J4 a. B* f, C' j$ ?7 O  |) z7 R7) To facilitate classroom speaking arrangements during an election/

To enforce budgetary regulations as stipulated in the Elections  3 J$ v, z7 U: S0 ]
Bylaw 2000.

' e5 f' h- N, J3 V+ f* R4 o10) To be available to all parties during elections/referenda for a  # g+ _& s# x! |# D
minimum of four (4) working hours a day, between Monday to Friday,  
& O' i6 m* ^' t- Y, B$ Jfrom the first working day after nominations close until the last day  
3 Y0 l" F' X9 _* \5 j% M3 fof voting.  These hours are to be posted in advance.: Y! d2 `. h# A. H+ q

- x- {: B6 p" m* x11) To act as the arbitrator in any dispute which may arise during  
" f* D6 Q. W+ S3 n# s3 m4 m3 t# |the course of an election/referendum.

: ^4 j8 [: s2 j: a9 N12) To ensure that a cost effective and accurate ballot counting  
2 H& z" _9 K! w* Vprocess is in place.( P$ ^1 I8 |7 _. E2 I! Y" A! i

( ?# d" u1 l  Q, O! x3 [13) To submit to Students' Council, prior to April 30, a final report  
& o$ y0 a8 n/ g5 Y, m( l( @of activities and recommendations.& g) J, ?, C8 `

14) To organize a minimum of one (1) forum to be held during the week  
5 s) I& Z( |7 s6 xof campaigning.

. C8 M$ E1 y3 u- v9 e- x15) Perform other job related duties as required by the Council  ; z: F- w' w0 ^# X+ }4 _& r; G
Administration Committee.

. @: L7 [% C9 j' v/ l* F6 QQUALIFICATIONS:

1) Must be an undergrad student registered in at least one (1) course  
9 i5 w4 ]$ I, p! X+ s: w: c9 kfor each of the terms of Winter Session and shall be a full Students'  
" _. u) f3 H6 `* L( ~7 jUnion member.4 E$ |8 f8 v$ Z/ D; d

8 _& z+ f! \" Z; C$ N7 ^2) Must have some experience in student elections.
/ i/ f8 `0 }+ o* F& h8 l3 P: P
& _4 m' D/ W4 K/ R5 n0 I3) Shall not concurrently hold a position on Students' Council, or  
" g0 b) Z1 W3 g0 i5 eany of its standing boards, committees, or any other paid position  3 `8 l5 y# @$ v! O: X3 ]7 j
with the Students' Union.& w6 q5 h$ J1 l0 |

4) Willingness and ability to work varying hours.

: v# q: N( j8 R# W5) Excellent project management skills are required.
