CHIEF RETURNING OFFICER

' L: A6 c8 l3 Y" n6 aJOB SUMMARY:  The Chief Returning Officer reports to the President of  
. U- J: u3 Y  L  `4 {the Students' Union and oversees all electoral logistics as per Bylaw  8 p5 ~) }2 j7 N' s% ~1 f, Y% ?7 l- c$ S- C
2000.  The Chief Returning Officer shall be recommended to Students'  
2 n3 i- t$ j& G  z/ I0 s6 mCouncil in the manner set out in the Council Administration Committee  ' A* _5 `, a" k
Standing Orders by April 15 and serve from May 1 to April 30 of the  
/ R8 ]( h3 S; Dyear following their appointment.$ P) P9 Z( ?" i

DUTIES AND RESPONSIBILITIES:
  o1 C9 J% m2 U4 f/ N; ~5 Z
7 c% D, q/ N, K4 D& D1) To run the elections as per Bylaws 20003 ^1 y( q; Y- d* a4 B

! M: [$ t) Z9 a5 _: Q/ G2) To run referenda/plebiscites as per Bylaw 2000.
: m( x( I6 S" q9 }5 ], S) r/ H  i* l
3) To choose the Deputy Returning Officer(s) and assign their duties.- G% K" Y4 s. a: ^

( p" q- `: L; y4) To organize polls during elections/referenda, including appointing  / G1 H/ u2 i1 V
adequate poll staff and situating polls at appropriate locations  0 {" E# ?. P1 P% e& n- B4 K
across campus, and advertising the poll locations.

5) To oversee the physical count of the ballots during elections/ 6 h  d, H* K+ n' D3 H6 t
referenda.
& F* P% G4 t! {1 c% X, A, N" Y1 `" v9 f: d" e' m1 P( \1 s
6) To report the result of an election/referendum to the appropriate  - Q' a) z# N+ D5 c! K1 l5 U+ n
parties.
% m+ u' w) t: i2 W2 e8 b6 T9 O, h0 {" F5 G6 d- p, T) X' h+ i
7) To facilitate classroom speaking arrangements during an election/ 4 K- f$ W+ s+ r! e( b# ~) E
referendum.

To enforce budgetary regulations as stipulated in the Elections  
0 ~9 J9 ]) n9 p3 V: g& T4 eBylaw 2000.2 Q- C. `1 [7 V2 e' |  n1 E

' R: Z: [  s0 |9 O10) To be available to all parties during elections/referenda for a  " J6 t" P( g2 a# }- V& [% H
minimum of four (4) working hours a day, between Monday to Friday,  + b) U, ^' c! [  _
from the first working day after nominations close until the last day  / N: ]7 e2 j" c, v5 B. l8 o
of voting.  These hours are to be posted in advance./ F: U" L, g' G8 a, |5 F+ M: C/ ]

11) To act as the arbitrator in any dispute which may arise during  
  e, a/ |, ], Uthe course of an election/referendum.
  n  V, ?1 P4 P- \/ [% f" i/ s: V: ?# T7 j& ]  r( V6 k! p" t
12) To ensure that a cost effective and accurate ballot counting  4 D5 x4 N% @2 M0 o' S2 N
process is in place.8 M- F: m3 W2 \. q: {2 w/ `

+ f5 e0 }3 ]" U1 p3 X  [13) To submit to Students' Council, prior to April 30, a final report

14) To organize a minimum of one (1) forum to be held during the week  & u+ X6 W0 _( t

QUALIFICATIONS:
- i/ u4 a% z2 [" h" Z' [
* x& `( N" c. D6 `9 \1 D# M1) Must be an undergrad student registered in at least one (1) course  
! Z3 N5 b6 C5 `9 j8 b3 afor each of the terms of Winter Session and shall be a full Students'  1 d2 V( M4 [8 d. v, x" |
Union member.
$ M/ t! L4 j. R# T* i) q
5 O  n" @2 G) m2) Must have some experience in student elections.4 R; d& P9 i% J' M& w
+ a7 E" [: g0 |5 o4 O& k: A
3) Shall not concurrently hold a position on Students' Council, or  ! X7 G# f% o& {! a
any of its standing boards, committees, or any other paid position  ) h/ V" J# ?, \8 `( L4 X
with the Students' Union.

4) Willingness and ability to work varying hours.- z9 a7 Z5 ?0 t% U
