CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  / n) c6 ]5 k- R( O4 M
the Students' Union and oversees all electoral logistics as per Bylaw  
! r; W6 I' ?$ r6 O' n2000.  The Chief Returning Officer shall be recommended to Students'  
  @% w1 @- i# [' fCouncil in the manner set out in the Council Administration Committee  
5 v# [4 @7 \+ @Standing Orders by April 15 and serve from May 1 to April 30 of the  " N/ ]( |8 w6 t# n6 N

  N' j; B! B9 n* A( i# X( qDUTIES AND RESPONSIBILITIES:- r9 e- ?$ L5 `5 d( V' V5 S

# V; q+ s  Q* O- \  T7 ]& y% K- Q1) To run the elections as per Bylaws 2000

: p4 O7 D% V$ x* p5 m0 }2) To run referenda/plebiscites as per Bylaw 2000.

  ^! c5 w8 [& v) b3 P: W0 ?3) To choose the Deputy Returning Officer(s) and assign their duties.# ~# O5 A+ q. R" Y! T9 l

1 W2 C" S- {/ X9 R! O* _4) To organize polls during elections/referenda, including appointing  - Y, J: Q; g2 E) y8 l( F
adequate poll staff and situating polls at appropriate locations  
7 o2 n' R5 L, D8 N' \/ S  racross campus, and advertising the poll locations.6 J( v, g8 L: K7 x* E# Z: ?* q3 h

5) To oversee the physical count of the ballots during elections/
2 @1 j; e8 W- D# V% W0 Treferenda.8 ?; Q  `  a7 z: B' w5 S  Y# B2 j

6) To report the result of an election/referendum to the appropriate  9 ?" L7 y) d1 ?; e
parties.& Q6 G/ [$ M+ u/ ~/ e! \

7) To facilitate classroom speaking arrangements during an election/ / ^, {5 r0 Z+ a8 Z
referendum.

0 S* n4 j1 Z, _' e  P# x% y To enforce budgetary regulations as stipulated in the Elections

10) To be available to all parties during elections/referenda for a  
2 j( }7 g/ l. ]$ n! o* tminimum of four (4) working hours a day, between Monday to Friday,  ( @+ C1 N3 S$ V0 R
from the first working day after nominations close until the last day  ) [+ W- X8 G! ^4 ~* x
of voting.  These hours are to be posted in advance.# E% y' j$ f* M2 a% b

- x3 ~2 \. I3 Q/ _2 b' D11) To act as the arbitrator in any dispute which may arise during  + g0 E7 L. k/ w7 S4 X& b
the course of an election/referendum.9 C% N9 r7 f3 I

8 y  a- L6 ]/ L: X( ^1 K1 ]5 O12) To ensure that a cost effective and accurate ballot counting  
9 ~5 D2 W: t6 N! f$ k8 u; a( a# aprocess is in place.2 P  s3 K5 L: _/ [3 |

13) To submit to Students' Council, prior to April 30, a final report

14) To organize a minimum of one (1) forum to be held during the week  
- c# z- K2 R# z; u1 _of campaigning.

15) Perform other job related duties as required by the Council  ( P  N% B4 y  o9 s

1) Must be an undergrad student registered in at least one (1) course  
: l% L8 S* _# k" f  afor each of the terms of Winter Session and shall be a full Students'  
$ }5 X7 m' V3 I: E' bUnion member.% D3 F+ {: i8 Q

' j2 M9 Q5 H# F5 ?% W" \" W* {2) Must have some experience in student elections.& x: ~& B  v" Q( Y: k3 `! b
5 W! J) c& @7 ^, _$ z5 ]
3) Shall not concurrently hold a position on Students' Council, or  ; e: A( B0 z* j9 O
any of its standing boards, committees, or any other paid position  * L  n" i- ]- N& I
with the Students' Union." H% |+ ?3 g: ?' q

5) Excellent project management skills are required.

5) Ability to deal effectively with Students' Union and University  2 k& A8 U# [9 F9 B
