you should always remove the old top layer for a number of reasons. 7 K& ~7 L) W) c7 D
1, it is possible to grow mould underneath the new top layer if you don't remove the old top layer# q r7 g; ]# ~- {# m
2, it's very difficult to lay it evenly flat all across% |) @% O& y5 h1 R+ X1 [( H/ @7 E8 \
3, it's very hard to anchor it down with the baseboards, etc- v& B! F( H. J8 N9 M2 x

the old under layer can be removed or you can leave it in depanding on its condition. if you want to remove it, it's a lot of physical labour work. I X1 c$ O: T4 `6 V

installing the new carpet is very easy, but again it's a lot of physical labour. carpets are a lot heavier than most people think. plus, you'll need to do your own measurements, cutting, transportation of new/old material, etc.* U. c9 q8 f6 m/ X$ S' Q
3 l& U( r& F) g7 o' ?# e/ Zend of roll usually have good deals on material and labour to install carpets. give them a call to see if they can swing you a deal. depand on the size of your room and the grade of the carpet you're looking for, I'm guessing you can get away with less than $750 all in.
