on the issues that matter. Prime Minister Harper and I have been clear
. L8 C- q+ C6 P% R3 `that we cannot support imposing a UBB business model on wholesale Internet

, B$ E4 F! }6 T( @( I$ K! `Our government recognizes that the Internet and digital technologies are5 ?0 A8 ?9 a% \9 p7 ^0 b6 N" v
an increasingly important part of everyday life—including driving
* I b( O# e6 w$ _/ C: h+ J8 Hinnovation, commerce and social interaction. As the government develops
! ~( T0 U3 @; A0 d4 g' vCanada’s first comprehensive Digital Economy Strategy, we need to look
; e6 B1 w2 u5 _9 Hcarefully at how issues like UBB affect the big picture. We will be6 F- H& J5 d1 z& p6 S
guided by our long-standing policies of encouraging competition and6 ^7 h+ C; Q* U" B* b8 u: d F, Y
investment, increasing consumer choice, minimizing regulation and allowing
9 y9 J' [# n# k& F0 x& Pmarket forces to prevail. ) m. z2 m' k1 N$ K! K9 d3 Q! D

The Canadian Radio-television and Telecommunications Commission (CRTC) has1 r4 _7 z" j+ D' T N! o2 d' }
chosen to examine these concerns that the government shares with a large
* c$ u7 u$ y# b8 W4 a& I6 h( N/ _0 Qnumber of Canadians. Details of the CRTC consultation are available at

2 z+ x+ e$ r! E2 rWhen the CRTC reaches a final decision following its consultations, the \6 l" B- V9 T, ^/ A' m
government will carefully assess the CRTC position to ensure that it is in
/ F1 X( i, B" m5 J* sline with the best interests of Canadian consumers and encourages
4 o& h9 `9 S/ C; J6 xcompetition among internet service providers. I will be recommending that/ } B* `/ T5 K
any decision counter to these foundational principles be reversed.
