Help! --Chinese input

I have done everything i can but my chinese input still doesn't work! this is waht i have done:
+ v) m9 F% I8 O
Control panel -- Date, time, language and rigional options -- add another language--languages--details --Add Chinese(PRC)
9 o/ x- P2 P- I; ^- ^  U1 _- w6 _: C
$ e! a5 e, f# O: Q1 Z/ Z  y) h6 `A "language bar help" icon (shown as a question-mark icon)then appears on my desktop bottom bar instead of language bar. I can do nothing further.

3 I; W% d' j( kI am desperated! Anyone can advise? Thanks!!

xp应该有很多中文输入键盘格式可以选，你选的哪一种?

你是用XP吗？想想当初你装OS时候是否将支持东方语言的软件包同时安装上呢？
