In response to the economic uncertainty, the Fed made the unexpected move of approving a half-percentage point cut in its discount rate on loans to banks before trading began。The Fed decision sent the loonie surging 1.22 cents to 94.22 cents US -- after running as high as 94.74 cents US -- as the greenback weakened.+ r' n# l: k# W" M% ~9 j
, r; U5 E* {4 R/ G) \Toronto's S&P/TSX composite index was ahead 111.84 points to 12,960.54 after jumping almost 400 points -- still in positive territory for the year after a 200.06-point slide Thursday wiped out the TSX's gains for the year so far.

The Fed decision means the discount rate -- the interest rate that it charges to make direct loans to banks -- will be lowered to 5.75 per cent, down from 6.25 per cent. 9 G$ ^# k( T s6 i
& u1 t2 e) j( ^- i5 sThe Fed did not change its target for the more important federal funds rate, which has remained at 5.25 per cent for more than a year.
