CHIEF RETURNING OFFICER

JOB SUMMARY:  The Chief Returning Officer reports to the President of  0 ]2 V% }! C- J9 z6 ^; }
the Students' Union and oversees all electoral logistics as per Bylaw  ) G$ p: Z: J0 M: v, _
2000.  The Chief Returning Officer shall be recommended to Students'  
& K  S4 g4 O; f0 F! F9 ^" j& ]Council in the manner set out in the Council Administration Committee  ! ?" V; V; j! V/ x0 B5 r
Standing Orders by April 15 and serve from May 1 to April 30 of the  8 }  w2 P$ U+ ^# V& U) a
year following their appointment., H# y' f. r7 D4 Y6 y$ x* H; v

DUTIES AND RESPONSIBILITIES:- Z/ {9 D# H( j7 b0 I/ F3 ~! F

1) To run the elections as per Bylaws 2000- m+ c' Z! Z( s) H& i8 o& C

3 D- I1 u5 b% l& a( v9 j7 J' x1 {2) To run referenda/plebiscites as per Bylaw 2000.
5 k* `; p! V* E5 d! w0 x2 [" Y5 {* d; Y# [9 J
3) To choose the Deputy Returning Officer(s) and assign their duties.
5 ?4 M8 d4 |) B% i! d0 B7 x( D. j; m7 W; P2 [$ `3 R
4) To organize polls during elections/referenda, including appointing  
5 @( U% B- f! H& d6 k/ J# xadequate poll staff and situating polls at appropriate locations  ) w$ P" t- h6 u; q+ r
across campus, and advertising the poll locations.
3 A8 R- `- Z" p0 ]3 V1 X1 D) l  b
2 ~$ v5 O" f( _* p3 Q4 a5) To oversee the physical count of the ballots during elections/ ) F) h" r$ I* N  y; V
referenda.$ H# i" {7 b3 F

6) To report the result of an election/referendum to the appropriate  
6 L+ ?* R* L+ @+ k1 k4 X, Rparties.

7) To facilitate classroom speaking arrangements during an election/
/ O, R# e* e, R) w0 K/ Ireferendum.

6 a9 I! }0 F9 l To enforce budgetary regulations as stipulated in the Elections  
9 g2 K& W9 Q3 p. E; i- LBylaw 2000.: G0 g; R; d+ D- [- N& y' p* j  U! F

) ]6 t+ ?! X; H/ Y% d' t10) To be available to all parties during elections/referenda for a  - K. q* r! J2 T6 y: _
minimum of four (4) working hours a day, between Monday to Friday,  
: G/ ?8 I3 y1 @( }) Pfrom the first working day after nominations close until the last day  
6 w9 n7 _6 B- }1 @  ]  u* u: Fof voting.  These hours are to be posted in advance.
# l- L( P: W, F7 N" i! M  D- d. [! P4 J- N  w5 Z
11) To act as the arbitrator in any dispute which may arise during  
' F8 O$ V* C: {% F4 cthe course of an election/referendum.

( A6 C) N. E. k+ M! p7 S12) To ensure that a cost effective and accurate ballot counting  
- k( e. f8 B' o* |; Cprocess is in place.

13) To submit to Students' Council, prior to April 30, a final report  
% w  e5 s. A) c# ~of activities and recommendations.. V# }; x+ e+ G: u5 _7 s

) O; g2 z& f; B4 t) f: x9 X4 Z; q14) To organize a minimum of one (1) forum to be held during the week  
8 U! }8 {' j4 H: ~. E- K3 N' c8 xof campaigning.

/ k; E  p; {- P! _9 f8 f15) Perform other job related duties as required by the Council

QUALIFICATIONS:) ]/ k+ B$ q# j7 N

1) Must be an undergrad student registered in at least one (1) course  
. f3 V: W4 _" w6 yfor each of the terms of Winter Session and shall be a full Students'  
0 w) O- Z# r  w; z! EUnion member.0 V% ?; X8 C& p/ k4 v
& `0 d4 a3 @( [3 O6 p
2) Must have some experience in student elections.
+ g2 t6 V, g5 ]" Q8 e
" `0 z7 y6 v# N8 I+ A/ F# ~3) Shall not concurrently hold a position on Students' Council, or  ! M) F, q, v! l& A
any of its standing boards, committees, or any other paid position  & e% a- Z& q4 O
with the Students' Union.

8 Y, S& G7 I( P6 `4) Willingness and ability to work varying hours.

staff, students and the general public.
