* Q$ |0 {0 `: ZJOB SUMMARY:  The Chief Returning Officer reports to the President of  
( I: h; ]9 m" _1 Pthe Students' Union and oversees all electoral logistics as per Bylaw  
& r: D$ W: q  `& o2000.  The Chief Returning Officer shall be recommended to Students'  
Council in the manner set out in the Council Administration Committee  
Standing Orders by April 15 and serve from May 1 to April 30 of the  
year following their appointment.

4 P! @+ O3 K  q/ _0 oDUTIES AND RESPONSIBILITIES:

1) To run the elections as per Bylaws 2000

2) To run referenda/plebiscites as per Bylaw 2000.

3) To choose the Deputy Returning Officer(s) and assign their duties.

4) To organize polls during elections/referenda, including appointing  
$ Z2 H# n* v3 i& H9 }adequate poll staff and situating polls at appropriate locations  
across campus, and advertising the poll locations.

. Q* ]' c: D, M5) To oversee the physical count of the ballots during elections/
* ]$ E8 S( F) b% A, F4 Nreferenda.

. W2 c2 W( c  ]! {& p6) To report the result of an election/referendum to the appropriate

7) To facilitate classroom speaking arrangements during an election/
referendum.

+ e$ u% E, q- I0 O( `5 p To enforce budgetary regulations as stipulated in the Elections  
9 B/ U/ h, S3 i& UBylaw 2000.

0 f  I  o6 k) g10) To be available to all parties during elections/referenda for a  
minimum of four (4) working hours a day, between Monday to Friday,  
from the first working day after nominations close until the last day  
; u( O& S7 `2 j% t2 gof voting.  These hours are to be posted in advance.

% C' f1 H8 _) G6 y, v" @11) To act as the arbitrator in any dispute which may arise during  
  e; d. Z+ ^. `  }% W0 ?/ Fthe course of an election/referendum.

& S; o( v% G+ {8 p12) To ensure that a cost effective and accurate ballot counting  
- G, K+ w7 K  v4 ~1 M8 `process is in place.

, Y8 ^+ M. T( D3 f  Q13) To submit to Students' Council, prior to April 30, a final report  
( u$ }. b7 U* i5 c$ xof activities and recommendations.

" c  T: Y. l9 s14) To organize a minimum of one (1) forum to be held during the week  
! A: R# l; |) D' y% A, K2 _9 ^of campaigning.

; C" A1 a: Z& M# `15) Perform other job related duties as required by the Council  
Administration Committee.


; X7 s3 c$ y; e: uQUALIFICATIONS:

% d6 t3 j# ?, W" R! X) n  S1) Must be an undergrad student registered in at least one (1) course  
for each of the terms of Winter Session and shall be a full Students'  
Union member.

2) Must have some experience in student elections.

3) Shall not concurrently hold a position on Students' Council, or  
8 Y/ @# A' B# W3 j8 R* L" U) lany of its standing boards, committees, or any other paid position  
8 H% M/ d7 D: N2 M# V7 Ywith the Students' Union.

( P, z) A8 A. Z4) Willingness and ability to work varying hours.

5) Excellent project management skills are required.

! w/ [- W6 e& `) o2 k" L) |5) Ability to deal effectively with Students' Union and University  
  i' v1 l6 Q6 ~; r$ m! Astaff, students and the general public.
