To my understanding, ANYONE came to Canada as a "VISITOR" is not a resident at all, your temporary visit visa indicated your PRIMARY resident is not here even you have lived here for 12 month.5 b8 H8 p$ o: G: S6 Q8 K- J+ j
However this is just my perspective of this, don't argue with me. Several times I asked such question when I encountered with FW officer, I obtained different answers.

Saying "who who who from the edmontonchia said I don't need one" is not good enough, showing the email from ESRD will be more effective.
