do I have to apply city permit for relocating the door?

6 ^5 U4 t& X2 d4 l* A5 B% R* a9 Xdoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
