do I have to apply city permit for relocating the door?

Hi,
  ?0 S1 d( q+ e0 i* O/ `' T0 jdoes anyone do this job? cut/open wall and install a door, also close the existing door /wall inside garage? it is not the garage door, it is the door to mudroom from garage.  do I have to apply city permit for this?
