who  can apply，  说
" `( f8 o) L/ t/ E$ k* o" STo apply for the Parent and Grandparent Super Visa, you must:

& W6 `0 t8 ^: w8 f6 v, C•be the parent or grandparent of a Canadian citizen or a permanent resident of Canada;
•be found admissible to Canada; and
* M% g% u, J; \' p" Y6 K, G•meet certain other conditions
没有明确提到是给已经申请移民的人。
