Economy Class ticket as follows:

For travel between Canada and the United States*, a first bag fee of $25 CAD/USD applies;
2 j% x) B- R2 W; c& dFor travel between Canada/USA and Africa, the Middle East and Russia/Asia** and Australia/South America***, a second bag fee of $70 CAD/USD applies.
Also effective for tickets issued on/after September 7, for travel on/after October 11,
% }9 v* a" ?1 sStar Alliance™ Silver and clients who are not a part of Air Canada's Top Tier program holding an Executive Class®/First® ticket will be able to check two bags at no cost instead of three bags.

The second baggage fees already in place for Economy Class travel to/from the Canada, USA, the Caribbean, Europe and India will remain unchanged:

9月7号之前订的往返机票，10月11号之前走，但是10月11号之后回来。
这种情况要加钱吗？要加的话，加多少？

9月7号之前买的票第二件行李应该不用交钱。
