renew 枫叶卡的问题

申请材料里面说是
A birth certificate or legal documentation proving guardianship is required for applicants under the age of 18.
当时需要身份证明的时候提交了护照和landing paper的复印件，可是被退回来了。birth certificate是一定没有了。查了一下以前人的资料，都说landing paper复印件就可以，可是我交了同样的东西怎么还是被退回要求重交呢。

我的理解是除了出生证外，legal documentation proving guardianship 也行，有没有同学交过这个的？
