International Student in USA with Chinese Passport wants to come to Canada for Visiting

/ I' x) J/ R, R9 A8 q2 ]My sister is studying in USA with student visa and Chinese passport, and she would like to visit me in Canada. Is it difficult to get a Canadian visa without being with 旅行团? It is much appreciated if anyone can let me know the processes.
