out of province inspection and modification

I have an United States vehicle and need to have out of country and out of province inspection, and some modifications. I went to Ford Dealer, and they told me that the modification of daytime running lights need to around CAD 600.
% b% ~6 j$ l1 W' D7 H% B9 x3 ~Does someone recommend a good and cheaper place to such modification?

, H8 P; Y, I8 ^Another question: Could someone recommend a good Ford Dealer or other shop that can do good mechanic job and also the price is much more reasonable?
