是不是没有不允许 U-turn 标志 的地方都可以 U-turn？

当然不是了。请看：

U-turns

Do not make a U-turn unless you can do it safely and without interfering with other traffic.
% g0 G/ F, f- z' c+ y) [Outside urban areas U-turns are not permitted on a curve or near the crest of a hill where the driver of another vehicle cannot see your vehicle.

U-turns are not permitted in urban areas in the following situations:
On a roadway between intersections.
! |: f) S# f# r- ^6 L+ W5 M: t. v: M/ uWhere a sign prohibits making a U-turn.
At an intersection controlled by a traffic-control signal (traffic lights).
At an alley intersection.
